There was no point to declaring war because it is impossible for Turkey to build 23 divisions in 3 years to compete with Iran's sudden and instantaneous gain not enough manpower or factory output. Neither nation was in a war or faction so they couldn't have received Volunteers or Expeditionary Troops. All the divisions had 100% combat strength, 100% Weapons 2, Artillery and Engineer support regiments, 8 Infantry regiments.
